Training Camp worse than Normal training?

Context: 8 ball Keeping GK, still unmaxed and getting 3/4 segments on the indicator wheel per day on training report with a 9 ball coach. I sent him to training camp, and the first day he’s there, he gets 2 segments on keeping? I thought this was supposed to enhance their usual training not detract from it?! I think TC progress is measured against training without a coach. The first week it gets regular training speed, in the last week's it will get faster and fasterI think TC progress is measured against training without a coach.
